CHAPTER THREE
SPORTS COUNCILS IN THE UNITED KINGDOM

There are five sports councils in the UK:

UK Sport (the United Kingdom Sports Council) based in London.

Sport England (the English Sports Council) based in London, with nine regional offices.

Sport Scotland (the Scottish Sports Council) based in Edinburgh.

Sports Council for Wales based in Cardiff.

Sports Council for Northern Ireland based in Belfast and having a liaison with Eire Sports Council.

THE BARNETT FORMULA

Resources are allocated to the devolved administrations in Scotland, Wales and Northern Ireland by means of the long-standing Barnett Formula. Under the Formula, the Scottish and Northern Ireland Executives and Welsh Assembly receive a population-based proportion of planned exchanges to comparable spending in England. The public expenditure provision for the devolved administrations is passed to them in the form of block grants. It is then entirely for the devolved administrations to determine the allocation of funds to individual programmes, such as sport, in accordance with their needs and priorities within their overall block funding. It is this formula which provides the per capita differences for sport for each Home Country.
