In 1999, with the establishment of the first Scottish Parliament for almost 300 years, Sport Scotland became the responsibility of the new Parliament, and they work closely with the Deputy Minister for Culture and Sport and members of the Scottish Parliament.
There is a Scottish Sport corporate plan which is driven by ‘Sport 21' - a strategy for Scottish sport in the new millennium.
SportScotland has trust companies whose objects are integrated into their corporate plan. This corporate plan is funded from Sport Scotland grant-in-aid, and SportScotland distributes the Lottery Fund in Scotland, subject to UK Government guidelines.
The plan is prepared in line with the Scottish Executive Education Department (SEED) guidance, contained in the annual grant-in-aid award letter. A wider government statement and policy on sport and physical recreation, Sport Scotland's claim is:
“At arm's length to Government, but working with Government for the people of Scotland”
Sport 21 is established as the country's blueprint for sport; social inclusion is top of the agenda, with an emphasis on support for young people and top athletes.
Social Inclusion:
Efforts are being made for equality of opportunities for everyone, and SportScotland works closely with Scottish Disability Sport and other agencies.
Over £200 million of new investment in Scottish sport has been generated by the Lottery Fund for providing facilities for the whole community to use.
Young People:
Thanks to the Government and Lottery Fund monies, SportScotland have developed an £8.1 million youth sport package that will touch the lives of every child in Scotland.
Included in the programme is the appointment of a school sport co-ordinator in every Secondary school in Scotland. An Active Primary School concept is being piloted, and Primary schools are benefiting from the extension of the TOPS programme.
Supporting Top Athletes:
The Scottish Institute of Sport was officially launched in October 1998 with an Executive Director, and six national coaches. The Institute has a network of Area Institutes, with the whole being co-ordinated with UK Sport. The Institute is primarily funded by the Lottery Fund.
SportScotland continues to support top Scottish athletes through the Talented Athletes Programme. Athletes in over 40 different sports receive funding to help with their training and competition.
Scottish Governing Bodies of Sport
SportScotland work closely with their national governing and representative bodies of sport to actively assist with their development and is aimed at improving planning and management. Sport Scotland work with the national governing bodies' own national forum - the Scottish Sports Association - in helping to achieve this. The Scottish Sports Association is in membership of the British Confederation of Sport.
Scottish National Sports Centres
There are three national centres:

Glenmore Lodge - outdoor activities
within the administration of the Scottish Sports Trust Company.

SportScotland work closely with all local authorities in achieving their local plans for sport.
